Minutes of the visit of Dr. A. Mahendra Raju, Addl. Central Provident Fund Commissioner [West Zone] on 10th July, 2008.

Dr. A. Mahendra Raju, Addl. Central P.F. Commissioner [West Zone] visited Ahmedabad on 10th July, 2008 for reviewing the work of the Region and also to attend the O & M Meeting as scheduled.

In the morning session ACC attended review DPC for regularization in the cadre of EO/AAO. After the DPC, the functioning of the Regional Office, Ahmedabad was reviewed based on the Performance Budgeting for 2008-09. The performance of whole Region consisting of SROs-Rajkot, Naroda & Vatva was reviewed in the process.

CRITICAL PERFORMANCE AREA:

[1] COVERAGE & ENROLLMENT

ACC observed that the number of coverages are constantly increasing and an average 175 establishments are covered by the Region every month during the year 2007-08 against 135 last year. In the case of enrollment of members, the Region enrolled 10905 employees each month against 5343 last year.

[2] CURRENT DEMAND

60.02% of current demands were recovered during 2007-08 against 55.22% last year. This is less than the target of 80% fixed by the Headquarter. Though the performance of the Offices improved compared to the last year, the over all performance was not found satisfactory as it is less than the target of 80% fixed by the Headquarters.

ACC directed to improve the performance in this area.

[3] ARREAR DEMAND

Performance of the Region is found less than that of last year. During the year 2007-08, the recovery was 48.55% compared to 76.77% last year. All Offices have shown less performance in this area during the year. The performance of SRO-Rajkot was only 6.50%.

ACC directed to streamline the recovery machinery to bring it to higher levels during this year.

[4] RECEIPT OF CONTRIBUTION & ADMINISTRATIVE CHARGES

ACC observed that there is incremental increase in the percentage of receipt of contribution in all accounts and in all offices. The performance in Account No.II is found encouraging and ACC expressed his satisfaction in this area.

KEY PERFORMANCE AREAS:

[a] ISSUE OF ANNUAL ACCOUNTS SLIPS

ACC observed that the Region has achieved ‘zero’ pendency in accounts consecutively during last three years. No account is pending for prior to current year. ACC directed that efforts may be made to start data entry work immediately to ensure that all accounts slips are distributed for the year 2007-08 immediately on receipt of the notification of interest. ACC stated that the Ahmedabad had followed the guidelines issued by him in regard to the monitoring of accounts by transferring defunct establishments to Module 101 to 109. He stated that he had issued a Circular in this regard after reviewing the performance of Bombay-I & Bombay-II Regions.

[b] SETTLEMENT OF CLAIMS

The Region has achieved 96.19% settlement within 30 days during the year as against the 93.54% last year. All offices of the Region had kept up settlement ratio within 30 days above 95% and ACC expressed his happiness on the issue. He also stated that the Region should aspire for brining 100% settlement within 30 days during the year 2008-09. He also stated that the return ratio is on a higher side of 10.09% which is more than the permissible limit. SRO-Rajkot had the highest return ratio which needs to be curbed. ACC was of the opinion that the performance in this area should be centered to ensure customer satisfaction so that trips of subscribers to the PF offices are minimised.

[c] CASH

ACC also reviewed the functioning of the Cash Section including un-reconciled accounts, receipt of challans etc. It was observed by him that 999 cases need to be reviewed and efforts should be made to reconciled them. RPFC-I explained that the matter has already been discussed in various meetings and decision had already taken in this direction and the progress is visible now. ACC stated that this should be speeded up so that no fresh 999 cases occur. The cases where dummy code numbers are used for making remittances should be verified fully and the amount reconciled.

[d] BPR

ACC reviewed the progress made by the office in BPR. But it could not be done fully in the absence of records. He however, stated that every office should ensure that the records are updated and kept ready for implementing the BPR.

[e] MANPOWER

After verifying staff sanction and staff in position, ACC stated that staff sanctioned is not proportionate to the workload. He opined that some corrective measures need to be taken to get full sanction to each individual office and this issue can be solved only after this. He directed the team assigned for special audit to go through this issue also and give suitable recommendation for bringing down this disparity.

[f] EDP

It was informed to him that direction has been issued by the Head Office for purchasing “Thin Clients” in the place of dump terminals. RPFC-I informed that quotations has already been floated for this purpose. As such EDP Cell in the offices are functioning normally and ACC expressed happiness that even without technical support in the forum of Assistant Programmer and EDP Supervisor, the EDP Cells in the Regions are working to its full potential.

[g] SPACE SHORTAGE

It was informed to ACC that SRO-Vatva was opened during the year 2005 as the Regional Office, Ahmedabad is facing acute shortage of space. Head Office has since approved the construction of Sixth floor in the existing building and the space shortage may be reduced substantially once this vertical extension is completed. ACC directed RPFC-I to speed up the process of construction and report him the progress.

[h] ELECTRONIC & OTHER EQUIPMENT

ACC directed RPFC-I to inquire the requirement of various offices and come up with suitable proposal.

The O & M meeting of the Region was conducted under the Chairmanship of Dr. A. Mahendra Raju, Addl. Central Provident Fund Commissioner at 3.00 pm. The following officers were present.

  2. Shri Mukesh Kumar, RPFC-II & OIC, SRO-Rajkot
  3. Shri Navendu Rai, RPFC-II & OIC, SRO-Vatva
  4. Shri J.R. Bhenda, APFC & OIC, SRO-Naroda.

The meeting was started as per the agenda circulated earlier.

ACC briefed his findings to the officers present about the over all performance of the Region. He stated that performance was satisfactory in certain areas like settlement of claims and issue of annual statement of accounts. He also stated that directions are already issued by him for conducting O & M meetings regularly for monitoring the performance of each APFC and each Section.

ACC has gone through the statements and booklet submitted to him during the meeting and observed that since a review of the Region has already been made by him with reference to the performance of the whole year, it may not be proper to access the performance by a quarter. However, he expressed his satisfaction in regard to the settlement of claims within thirty days which stands at 96.90% at present.

ACC also directed the Officers present to reconcile the Cash Books and maintain Valuable Documents Register [VDR] properly so that un-reconciled figures do not increase. Cases where challans are received and cash not received may also be verified for arresting further discrepancies.

ACC has also directed Officers present to improve the performance in the Recovery area. He suggested that all the establishments under liquidation, Court cases etc. may be kept separate from the list of Recovery and clear cases may be monitored regularly. RPFC-I may review this area of each office and forward a report to him within a month.

ACC went round the office building and verified the seating arrangements, over all maintenance of building etc. He stated that the records maintenance needs improvement and requested to weed out the records. He expressed satisfaction in the over all maintenance of the building.

The Website [www.epfahmedabad.org] designed by the Region was also examined by the ACC. He stated that this is a very great step and visitors can be reduced substantially by this. He directed RPFC-I to give wide publicity to the Website. He also congratulated Shri Sanjay Barot, DEO for giving necessary assistance in designing and maintaining the Website.

Implementation of Official Language

It was stated by RPFC-I that during the last year 16 meetings of official language were held and 09 workshops were also held. Hindi pakhwada was also celebrated with all gaiety. RPFC-I also informed that the Hindi Cell of the office received appreciation in the Parliamentary Committee Meeting held recently.

During the current year 04 workshops has already been held and that we have celebrated 100th Quarterly meeting of the official language implementation committee. Region is issuing Hindi Patrika [Nidhi Sandesh] and for this year action is in progress.

At the outset RPFC

I. welcomed all the officers and congratulated them for their wonderful performance in the Accounting Year 2007-2008.

II. PROGRESS OF 3A/6A DATA ENTRY

OIC, SRO, Naroda, Shri J.R. Bhenda stated that he has started the work of data entry. RPFC(FA), RO, Ahmedabad stated that work of interest is still going on and the work of data entry will start soon. RPFC(I) suggested all the OICs to start data entry of 3A/6A so that accounts for 2007-08 could be released once the interest is declared.

III. SETTLEMENT OF CLAIMS

This year the overall settlement of claims within 30 days has gone up to 96.19% as against 93.54% in March 2007 and 84% in March 2006. RPFC(I) has asked OIC, SRO, Rajkot to improve performance in this area as his offce is having the lowest settlement percentage of 92.75% which is less than the last year figure of 95.59%. It was observed by everyone that in the last two years we have achieved more than 12% progress.

  1. Return/Rejection ratio The return/rejection ratio has been kept under control i.e. below 8% by SRO, Naroda & SRO, Vatva. This ratio is higher in other offices and Rajkot has the highest. RPFC(I) advised everybody to keep this in mind and bring this down during the current year. It was also explained during the meeting that the system of verification of claim by sending the claims to account sections are creating problem as the account group take considerably long time to return the claims after verification. The OICs and others present expressed the opinion that this system need to be scrapped. After elaborate discussion it was described to stop this practice from 01/05/2008. RPFC(F&A) to issue directions.
  2. Attestation by TLA On reference that the pension claims of the running establishments are being attested by TLA, RPFC(I) has stated that 10-D claims of the running establishments attested by TLA should not be entertained henceforth. He also made it clear that TLA can only attest claim, which belong to closed textile units.

IV. COVERAGE DRIVE

CPFC’s instruction about covering Contractors, was also discussed. It was suggested that squad may be sent to construction sites to cover the contractors. Latest circular from the Central Office has highlighted the coverage of Media Houses and Newspapers, which was reiterated by RPFC(I) by directing all OICs to make all out efforts to cover them.

V. POSITION OF 7A/14-B CASES

It was confirmed that no 7A case is pending for more than 5 years. However there are cases pending for more than 3 years. It was stated by RPFC(I) that 7A cases pending for more than 3 years will be reviewed by RPFC(I) for speedy disposal. The list of such cases is to be forwarded by all to RPFC(I) before 09/05/08.

RPFC(I) appreciated the performance of the RO, Ahmedabad in bringing down the closing balance of 7-A cases from 199(last year) to 120(current year). Overall Percentage of disposal has shown only a negligibe improvement from 56.30% (March 2007) to 56.44%(March 2008). RPFC(I) made it clear that as we have achieved 100% in issue of accounts, likewise we should also aim at 100% disposal of 7A cases. This can be achieved if maximum 7A cases are initiated during the first three quarters of the year and the last quarter is used for finalizing all pending cases. RPFC(I) directed all to give this a trial.

14-B Cases

Overall performance of all offices have gone down from 84.12 %(March 2007) to 66.40%(March 2008) in this area. RPFC(I) directed RPFC(Damages) & APFC(Damages) to levy damages as per the statement available with the section. It is not necessary to verify the default of previous periods before levying damages for a subsequent period. It is a continuous process and there should not be any lapses. In case of chronic defaulters, all periods may be verified everytime fresh levy comes up.

RPFC(I) suggested that for all establishments covered in the past 5 years notices be generated and damages be levied. This may cover for the period from the date of coverage.

VI. RECOVERY OF CURRENT & ARREAR DEMAND

In unexempted side there is considerable improvement in the recovery of current demand. It increased to 91.54% from the previous year figure of 60.53%. In the exempted side also it increased to 43.03% from 2.53% last year. RPFC(I) congratulated all for this good achievement.

Arrear Demand

Regarding Arrear Demand Recovery, RPFC(I) asked all concerned officers to improve the recovery.

RPFC(I) asked OIC, SRO, Rajkot not to show recovery (12.99%) in NIR. It should be deducted from the workload and shown in Realisable.

RPFC(I) asked to all the OICs to provide a list of all defaulting establishments as on 01/04/2008, after issue of RRCs, for putting them in the website.

VII. SSN/BPR PROJECT

The BPR Project of each office was also reviewed with reference to the review details received from ACC(WZ). RPFC(I) directed all to abide by the directions of ACC(WZ) and bring specific improvement in areas like closing of suspence entries(999), negative balances, Form 9 entries etc. Proforma for business number may also be got collected from all recently covered units.

VIII. OTHER ITEMS

RPFC(I) asked all the OICs to forward date for updating the website by every Friday.

The issue of record management was also discussed. It was decided that the administration may think of outsourcing the work for bringing immediate improvement. RPFC(Admn.) to proceed in the matter urgently.

At the outset RPFC(I) welcomed all the Officers present in the meeting and reviewed the minutes of the O&M meeting held on 10.07.2008 under the Chairmanship of Dr. A.M. Raju, Addl. CPFC[WZ].

Then the regular agenda was taken up for discussion.

I.  ANNUAL STATEMENTS OF ACCOUNTS

On reviewing the position of Annual Statement of Accounts of RO-Ahmedabad for the period 2007-08, RPFC(I) pointed out that 5 Lakh accounts are pending for the period 2007-08 and Shri M.L. Nagora, RPFC[FA] assured to clear the pending Accounts by 15th December, 2008. 

RPFC(I) advised all OICs to clear their pending Accounts by 31.12.2008. There is enough time and all OICs must adhere to the given target date of 31.12.2008.

II. EPF CLAIMS

RPFC-I shared the appreciation conveyed by ACC(WZ), during the meeting of RPFCs (West Zone) held on 6th November, 2008. ACC stated that Ahmedabad Region topped with low return/rejection ratio. ACC also informed that there is a tremendous improvement in settlement of claims within 30 days.

RPFC(I) instructed to take more steps for reducing the returning of claims. Ahmedabad Region has returned Form No.13 at an average of [21.78%] and Form No.31 at an average of [17.74%] which shows low performance and it was advised that necessary steps to be taken to bring down the Return Ratio. 

SRO-RAJKOT

The return/rejection ratio is 35.90% in respect of Form No.31 is very high. OIC, Rajkot was asked to explain the reasons for the huge return ratio. OIC, Rajkot explained that often SRO-Rajkot used to get bulk claims and it was accepted by the Inward Section and directly entered into the system. Many such claims are later found to be in incomplete and were returned.

It was directed by RPFC(I) that immediate instructions be given to Inward Section of SRO-Rajkot that bulk claims may be subjected to pre-scrutiny to ensure that all necessary information are filled in.

SRO-NARODA

The good performance of SRO-Naroda in the settlement area was appreciated by all.

SRO-VATVA

On reviewing the performance of EPF Claims of SRO-Vatva, it was pointed out that there was a huge returning of Form No.13 & 31.

OIC, Vatwa was directed that he must take necessary steps and must ensure to reduce the increasing return ratio for improving their performance by personal intervention. OIC, SRO-Vatva informed that maximum 10-D cases were received from closed units after getting attestation through Textile Association. Most of these claims received were not in order. RPFC(I) informed that this is not the case of Vatva alone and that the OIC should find out a method to salvage the situation.

It was informed that in comparison to SROs-Naroda & Rajkot, SRO-Vatva had a huge return ratio of claims with 29.55%. 

RPFC(I) directed that EDLI claims should be properly verified. He also advised that the return ratio should be brought down to less then 8% by putting all out efforts. It was further told that proper instructions be given to PROs and the claims received must be checked thoroughly by PROs wherever possible.

III. COVERAGE, ENROLMENT AND COLLECTION.

During the period ending 31.10.2008, Regional Office covered 1215 establishments.

RO-Ahmedabad covered only 452 establishments with an average of 64 per month for the period from April, 2008 to October, 2008. This is low.

It was noticed that SRO-Rajkot covered 548 establishments for the period from April, 2008 to October, 2008. It was also noticed that in SRO-Naroda 138 establishments and in SRO-Vatva 77 establishments respectively were covered upto 31.10.2008. The performance of SRO-Vatva is poor and need immediate improvement.

At the time of review meeting with ACC[WZ] at Mumbai on 6th November, 2008, ACC told that coverage has come down in the Region. ACC gave consent to start coverage drive in December, 2008 and January, 2009. The OIC-Rajkot explained that due to recession in Ceramics, construction and many other industries he suggested that it is not right time to start coverage drive because many units are removing their staff from the job due to financial crisis.

RPFC(I) directed that from 15th December,2008 RO-Ahmedabad and SROs-Naroda & Vatva will start coverage drive and later on SRO-Rajkot will start from January, 2009 onwards for a period of two months to bring up performance.

IV. OPERATIVE AND INACTIONABLE ESTABLISHMENTS.

After detailed review, it was informed that more attempts are required to bring down the percentage of default. All OICs have to make a detailed study where establishments are not sending Form No.12A and challans in time. Also we can easily scan the default status of those establishments through regular entry of Form No.12-A and Challan received in EDP. 

Baroda Region has recently started to give status of claims to the claimants on their mobile through SMS. This issue was discussed in detail in the meeting. It was decided to collect the mobile number of the claimants to start the system.

By updating data in establishment master, the information of the status of the claims etc. can be conveyed to the subscribers through their mobile or email. It would be advisable to make a provision for generating automatic SMS/Email etc. in CCTS Programme to remind the establishments about the shortcomings. It will be a good initiative & will create good impression of the Organisation.

OICs were informed about the work done by RO-Ahmedabad in regard to maintenance of specimen signature. One quality circle is formed for making suggestions for having a better look of the office and its records. Suggestion was made by the committee member Shri D.K. Vyas, APFC to make an album to preserve the specimen card of the establishments. The suggestion was accepted and implemented.

V. ASSESSMENT AND COLLECTION OF CURRENT DEMAND

RPFC(I) informed that performance in this work area is poor in comparison to last year.

7A – It was informed that in RO-Ahmedabad the performance under 7A disposals is very poor. He directed all APFCs to improve it immediately.

The Performance of SRO-Rajkot is better [76%]. During the review period SRO-Rajkot has added 113 and disposed 106 [7A] cases.

The performance of SRO-Naroda requires more improvement. During the review only 32 cases were added and disposed 42 cases against the workload 130 cases.

RPFC-I instructed OIC, Vatva to make necessary steps to improve 7-A position by March, 2009.

14-B- During the year APFC [Damages] has added 336 cases and disposed 156 cases against the workload of 436. RPFC(I) advised Mr. Golia to make more efforts.

During the year, SRO-Rajkot added 151 cases and disposed 193 against the workload 235. SRO-Naroda added 116 cases and disposed 48 cases against the workload 222 cases. Both OICs were instructed to take effective steps for more additions as well as more disposals of 14-B cases.

VI. COLLECTION OF ARREAR DEMAND

During the review of RO-Ahmedabad made a collection of 51.58% of arrear demand. SRO-Rajkot, percentage of collection is only 13.78%. RPFC(I) expressed displeasure that OIC-Rajkot is far behind in the collection of arrear demand.

RPFC(I) instructed OIC-Naroda to perform better. SRO-Vatva collected Rs.11 Lakhs. RPFC-I desired that proper review of recovery files be done by OIC, Vatva and necessary actions must be taken for recovery of dues.

VII. PROSECUTION

RPFC(I) advised OICs and APFCs concerned in RO-Ahmedabad to identify those establishments which had not submitted Form No.3A/6A, 12-A etc. for the year 2007-08 & notices for prosecutions be send to all such defaulting establishments.

VIII. CASH BOOK

While reviewing the Cash Books, it was informed to all OICs and RC[FA] to ensure reconciliation of Cash Books on month to month basis so that all will complete the reconciliation work upto October, 2008. RO-Ahmedabd as well as SROs has completed reconciliation work upto September, 2008.

IX. WEBSITE DATA

RPFC(I) directed all OICs to forward all data required for the Website in prescribed time schedule on weekly basis so that our website always remain updated.

X. NEFT

Introduction of National Electronic Funds Transfer [NEFT] facility through SBI was discussed. It was stated that the trial run was a success in RO-Ahmedabad.

Shri Parag K. Singh, APFC [Cash] explained the details for the benefit of all. It was told that this facility was available only in the Banks were Core Banking exist. The branch where the fund is transferred need a unique 11 digit alpha numeric code called IFSC [Indian Financial Service Code] which have to be searched and entered in every worksheet. No additional programme is required for introducing this system and that it can be made through the existing HOSOFT.

The SBI is charging Rs.5/- per transaction whereas this also can be waived if Head Office intervenes. We will be substantially saving postal charges and time in crediting the amount in subscribers account. -6- XI. LEGAL

While reviewing the pending Court cases above, RPFC(I) instructed RPFC[Legal] and APFC[Legal] to list out the High Court cases and to collect present status of each cases. There are three CAT cases which may be reviewed and status put up.

XII. ADMINISTRATION

Though Region got a list of 270 candidates for SSA hardly 100 have joined so far. Administration Section to speed up the process.

XIII. OTHER ITMES

OICs requested that all MIS Returns need to be computerized. A committee can be constituted to take the responsibility and that this will be taken up immediately.

Newly joined APFCs namely Shri Mahesh Kumar Golia, APFC and Shri Vivek V. Gootkhindikar, APFC were also introduced in the meeting

Mr. M.L. Nagora, RPFC[FA] will be relieved on 01.12.2008 and to join at NATRSS, New Delhi. Everybody present congratulated Shri M.L. Nagora for his promotion and wished him all success in his future postings.

The meeting ended with vote of thanks to the Chair.
